Phil advises Chess Engage and its clients on housing development projects, including those relating to specialist accommodation for older people, leveraging his decades of local government experience including his time as Cabinet Member for Health and Social Care in Hillingdon.   

With over 30 years service as a councillor including extensive cabinet responsibilities, Phil has developed strong connections with the Local Government Association and London Councils. He is recognised for his expertise in housing and community-focused projects and has been a LGA member peer since 2016. 

Via LGA peer work Phil has led improvement initiatives for councils and NHS Trusts and the voluntary sector, excelling in consensus building and service delivery enhancements. His expertise in facilitating dialogue and aligning diverse interests drives impactful community engagement. 

Phil’s project successes include one for extra care development in Woking on a green belt site in which the committee overturned officer recommendations of refusal.
